The Decent Guys

Interlopers heard about a massive hacking operation and are here to capitalize or are otherwise stuck in the operation. They can work with Hackers or Feds, depending on their goals and hostility. Interloper Killers are hostile and must kill everyone else, therefore are opposing both Hackers and Feds.
